2019/20 Board

The SCA WA Board is made up of current members of the association who are elected into position, these positions are subject to election at the SCA WA Annual General Meeting, with Board members elected for 3 year terms. 

All Board members sit on a range of specialist committees which are made up of SCA WA members who wish to contribute to the work of the association.The Board is regulated by the Association’s Constitution, and like all SCA WA members, Board members are subject to the Association’s Code of Ethics.


Scott Bellerby

Scott is the Managing Director for Bellcourt Strata Management, having only recently joined the strata industry in early 2014. Hailing from a diverse property back ground, Scott brings over 7 years' experience working as a commercial property valuer and 5 years as a senior retail development manager working for a number of major national and international retailers. Scott sees the strata industry being a rapid evolution and wants to be actively involved in helping shape this progression for the benefit of all strata managers, proprietors and developers of strata schemes.

Rachel Cosentino

Rachel gas nire than 10 years' experience in dispute resolution across areas including employee and workplace relations, property disputes, professional negligence, trade practices, inheritance, beaches of contract, sports and recreational club law.

 Vice President

Matthew Bird

Matthew (ASCM) is the Managing Director of Dominion Strata Management, with extensive experience within the property industry spanning over 16 years, including asset management of numerous medical and office facilities, and development management of many successful property developments. Matt is passionate about the furtherance and evolution of the strata community sector, and is of the opinion that ongoing education and training, to both owners and strata managers, is key to the successful future of the industry.



Paul Keet

Paul is Managing director of Strata Asset Services WA and has been involved in the strata industry since 1992. During that time Paul has been an active member of the state council and various committees with a focus on legal issues, public policy, licensing, law reform and management practice standards. Promoting higher service standards and professionalism in the strata management industry through education and management practices has been of key importance to Paul.

Board Members

Ryan Murphy

Ryan is a Director of Richardson Strata Management Services, assisting in running the family business and responsible for a complex portfolio of Strata Companies.  Ryan has 15 years’ experience in business banking in NSW and WA and during his last 5 years was a Business Banking Manager, controlling a lending portfolio of $100M & deposit portfolio of $30M.  Ryan joins the SCA WA Board  with the desire to have a positive influence in the work being done and to see our industry continue to evolve for all stakeholders as the peak industry body in strata.

Leanne Wahlert

Leanne’s desire for delivering innovative solutions lead her to CHU in 2015 where she is now the State Manager. Prior to her current role, Leanne was the Operations Manager in WA/NT with QBE Insurance. Leanne has 30 years’ experience in the general insurance industry having held a variety of roles in South Australia and Western Australia, and is talented at improving team performance through innovative management techniques.

Jarad Finneran

Jarad is the State Sales Manager for O’Brien Glass Home and Business. From 2013 to 2017 Jarad was a Principal Policy Adviser within the Western Australian State Government’s Department of Premier and Cabinet, leading detailed policy development and analysis and managing the drafting and introduction of legislation which is now law in Western Australia. Jarad’s knowledge and experience in the Western Australian parliamentary process and machinery of government is a valuable addition to the Board as SCA WA takes a lead role in liaising with government to implement important reforms to strata legislation.
