2017/18 Board

The SCA (WA) Board is made up of current members of the association who are elected into position, these positions are subject to election at the SCA (WA) Annual General Meeting, with Board members elected for 3 year terms. 

All Board members sit on a range of specialist committees which are made up of SCA (WA) members who wish to contribute to the work of the association.The Board is regulated by the Association’s Constitution, and like all SCA (WA) members, Board members are subject to the Association’s Code of Ethics.


Scott Bellerby

Scott is the Managing Director for Bellcourt Strata Management, having only recently joined the strata industry in early 2014. Hailing from a diverse property back ground, Scott brings over 7 years' experience working as a commercial property valuer and 5 years as a senior retail development manager working for a number of major national and international retailers in aquisition, leasing, planning and project management. Scott sees the strata industry being a rapid evolution and wants to be actively involved in helping shape this progression for the benefit of all strata managers, propietors and developers of strata schemes.

Rachel Cosentino 

Rachel is the Practice Group Leader, Business and Specialised Litigation Services with Slater & Gordon Lawyers. She has more than 10 years' experience in dispute resolution across areas including employee and workplace relations, property disputes, professional negligence, trade practices, inheritance, breaches of contract, sports and recreational club law.

Ryan Murphy

Ryan is a Director of Richardson Strata Management Services, assisting in running the family business and responsible for a complex portfolio of Strata Companies.  Ryan has 15 years’ experience in business banking in NSW and WA and during his last 5 years was a Business Banking Manager, controlling a lending portfolio of $100M & deposit portfolio of $30M.  Ryan joins SCA (WA) Council with the desire to have a positive influence in the work being done and to see our industry continue to evolve for all stakeholders as the peak industry body in strata.


Paul Keet

Paul Keet

Paul is Managing director of Strata Asset Services WA and has been involved in the strata industry since 1992. During that time Paul has been an active member of the state council and various committees with a focus on legal issues, public policy, licensing, law reform and management practice standards. Promoting higher service standards and professionalism in the strata management industry through education and management practices has been of key importance to Paul. Skills and knowledge gained through an accounting, business and computer systems design career prior to becoming involved in the strata industry have been utilised through involvement in various industry developments such as the SCA WA accreditation program, strata practice standard program, SCA national branding, Strata Titles Act and licensing legislation reviews. Paul is very excited to have the opportunity to serve on the SCA WA Council again and contribute to the evolving future of the strata industry.


Janine Chapman

Janine was elected to the SCA (WA) Council in September 2013. Janine is an experienced strata manager and has worked in the industry for over 8 years.  Janine is an Accredited Strata Manager and is passionate about education and development of not only the strata managers in the industry but also the council of owners and lot owners.  Janine is also a current member of the Professional Development Committee.

Marietta Metzger

Marietta has been working in the Strata industry for more than 20 years and for nearly the last 15 years has been actively involved in SCA representing the association on council and various committees. Marietta is currently the convenor of the Professional Standards Committee of SCA WA and the Chair of the SCA Ltd Professional Standards & Membership Board Advisory Group. Apart from holding an overseas diploma in Business and Property/Strata Management and various other certifications, Marietta is an SCA Certified Strata Community Manager – CSCM holding a Certificate IV in Property Services (Operations). She is very passionate about providing an Accreditation Pathway to members of SCA which will provide Strata Community Managers nationally recognized and professional qualifications.

Andrew Chambers

Andrew has been involved in the strata management industry for the past 21years In 2001 he started his own strata mangement business which has grown substantially over the years and is now regarded as one of the top 5 largest in WA. Since 2002 Andrew has held a number of positions on the Board of SCA (WA) including Secretary, Vice President and two terms as President. In 2005 he was an inaugural member of the REIWA Strata Titles Chapter and was a 2nd delegate for WA on the past NCTI board.

Leonie Milonas

With over 20 year's General insurance experience dealing in a range of insurance products, Leonie has broad experience dealing with customers, intermediaries and corporations for their insurance requirements. Leonie has a Diploma in General Insurance Finance, is accredited tier 1 & 2 for general and life insurance. She is a senior associate member with Australian & New Zealand of Insurance & Finance and various associate memberships to other industry bodies, including SCA (WA).

Leanne Wahlert

Leanne’s desire for delivering innovative solutions lead her to CHU in 2015 where she is now the State Manager. Prior to her current role, Leanne was the Operations Manager in WA/NT with QBE Insurance. Leanne has 30 years’ experience in the general insurance industry having held a variety of roles in South Australia and Western Australia, and is talented at improving team performance through innovative management techniques.
