Landgate releases announcement regarding an extension to the transitional period for strata managers to comply with WA’s education qualifications.

Landgate has released an important update to strata managers regarding the consultation and implementation of the proposed amendments to the Strata Titles (General) Regulations 2019 (STGR).

Due to competing government legislative priorities, the implementation of Phase 1 of the STGR proposed amendments has been delayed.

Considering this, an additional 12-month transitional period will extend the compliance requirements from 1 November 2024 to the new date of 1 November 2025.

Key Points

  • An additional 12-month transitional period will extend the education compliance requirements from 1 November 2024 to the new date of 1 November 2025.

  • This additional extension has been applied due to competing government legislative priorities delaying the finalisation of the previously released amendments to WA’s strata titles regulations – the Strata Titles (General) Regulations 2019 (STGR).

  • It is anticipated that the consultation draft of Phase 2 of the regulations will be released in late 2024, with expected approvals occurring in early 2025.

  • Strata managers will then have two years from the adoption of the regulations to meet their educational qualifications.

Recap on the new educational qualifications

SCA (WA) has been heavily involved in shaping the six proposed amendments to the regulation STGR and support the changes as a positive outcome from collaborative industry consultation to enhance standards and increase the professionalism of the strata sector in Western Australia.

The proposed amendments expand the educational qualifications and introduce experience requirements for professional strata managers, as well as create new career pathways and redefine some roles and responsibilities to better meet industry needs.

The model centres on six legislative amendments and aims to:

  • Expand education qualifications and introduce experience requirements for professional strata managers.

  • Create new career pathways and redefine some roles and responsibilities to better meet industry needs.

  • Address the impact of national changes to the Certificate IV in Strata Community Management had on WA’s industry.

Two phases to the proposed amendments to the Strata Titles (General) Regulations 2019 (STGR).

Phase 1:

The commencement date of Phase 1 will now be moved to 1 November 2025.

The two-year transitional period for strata community managers to obtain the new education requirements will commence from the date of adoption of the Phase 2 amended regulations, which is anticipated to occur in early 2025.

Phase 2:

The consultation draft of Phase 2 of the regulations will be released in late 2024, with expected approvals occurring in early 2025. Once adopted, strata managers will have a two-year transitional period to obtain the new education requirements.
