With the WA State General Election approaching, SCA (WA) is proud to present its 2025 Election Platform.

 

As the leading voice for the strata sector in Western Australia, SCA (WA) aims to highlight why strata should be a key focus in the upcoming state election.

 

Strata plays a vital role in WA’s economy, with developments continuing to grow. Strata properties in Perth alone are valued at $99 billion, and 1 in 6 WA residents live in apartments or strata dwellings. This makes the strata sector an essential pillar of WA’s property market.

 

Strata living offers an affordable alternative for property ownership amid WA’s housing affordability crisis. Beyond cost differences between units and houses, strata also addresses critical issues such as population growth, sustainability, building quality, and housing affordability, contributing to long-term solutions.

 

Despite rapid expansion, WA’s strata sector still faces challenges in professional development, education, and regulation. While standards have improved, significant reforms are needed to ensure the governing legislation remains effective. Continuing the reforms initiated by the current government is crucial for strengthening professionalism, enhancing consumer protection, and improving the quality of strata living for Western Australians.

 

In addition to these focus areas, SCA (WA) has identified three key priorities that should be addressed in the upcoming election and beyond:

 

1. Stronger Legislation for WA’s Strata Sector

SCA (WA) urges the WA Government to establish a dedicated office led by a Commissioner for the Strata Sector. Similar offices exist in other states, and such a role would be instrumental in strengthening consumer protections, advancing reforms, and resolving disputes efficiently.

 

2. Safeguarding Consumers Through Strata Law Reform

Over the past two years, SCA (WA) has worked closely with Landgate and key stakeholders to develop a comprehensive submission for the Strata Titles Act 1985 Five-Year Review. By adopting these recommendations, the WA Government can enhance trust, transparency, and long-term confidence in the sector, ensuring strata remains a sustainable and desirable option for housing, investment, and community living.

 

3. Enhancing Affordability and Sustainability in Strata Communities

Affordability remains a major concern in the five-year review, with a strong need for grants and rebate schemes to assist with major maintenance, insurance, and sustainability infrastructure upgrades. SCA (WA) is calling for a thorough review of government initiatives to ensure funding and resources are effectively allocated to improve living conditions and foster stronger, more sustainable communities.
